The changes this time are rather small, and no real reason to upgrade:

0.15 [2010-04-05] # Mostly packaging issues and minor fixes
 - Set configure_requires XML::LibXML.
 - Run perltidy.
 - (Addition) Add auto_set_repository, auto_set_bugtracker,
   write_doap_changes.
 - (Bugfix) Minor Perl::Critic stuff.
 - require libxml2 2.6.27.
 - (Addition) Add Test::Perl::Critic author test.
