A vaguely working 0.01 has just been uploaded to CPAN.

Although still one distribution, the code has been split into two main
parts:

	1. RDF::DOAP::ChangeSets
	2. Module::Install::DOAPChangeSets / M:I:Admin::DOAPChangeSets

The former provides the "Changes.ttl" -> "Changes" translation; the
latter just acts as some glue to get it working with Module::Install.
